Sterling Business & Technology Park Development History

Based on the input of business, government, and community leaders at an Economic Summit in December 2000, WEDCO determined that a first-class business park was critical for the economic competitiveness of Wayne County.

In 2002, WEDCO secured options on 252-acres along State Routes 191, 196, and 3004, located less than one mile north of Exit 17 on Interstate 84 in Sterling Township, Wayne County, PA.  Consultants were engaged and the next two years were spent studying the feasibility of developing the business park.  A consortium of local banks funded the purchase of the property in 2004.

From 2004 forward, WEDCO acquired all local land use approvals and permits necessary to begin constructing the first phase of Sterling Business & Technology Park, including NPDES, Water Quality Management Part I & II, Public Water Supply, Highway Occupancy Permit, Preliminary Subdivision, and Conditional Use.  Detailed Cultural Resource Studies, Archeological, Traffic, Phase 1 Environmental, wetlands and endangered species studies were also completed and approved.

The site plan was developed through input from stakeholders and community members.  Parcels range from 3.1 to 30.3 acres and will be marketed to a wide range of light manufacturing, office, and distribution employers, including targeted industries such as financial services, digital information, film technology, medical devices, green, alternative, or renewable energy, natural gas extraction, health and life sciences, and electronics.

Phase I construction began in May 2008 and included approximately 1,800 linear feet of interior roads, central water supply and distribution, central sewage collection and treatment, three-phase power, storm water collection and retention, main entrance and highway improvements.

Specific infrastructure, such as the water tanks, central water supplies and sewer system, will serve more than just the initial phase of development.

In July 2011, Phase 1, which encompasses nine lots to the east of S.R. 191, received final subdivision approval by the Sterling Township Board of Supervisors.  This phase represents 53 saleable acres.

In 2012, WEDCO was awarded a Local Share grant of $400,000 to prepare land development plans and construct a pad on a Phase 1 lot.  Construction of the pad is anticipated in Spring 2013.

The business park project has received $1.28 million in Federal grants through the U.S. Economic Development Administration and Appalachian Regional Commission, $3.197 million in Pennsylvania State grants through the Commonwealth Financing Authority, and $5.162 million in State loans through the Commonwealth Financing Authority and Pennsylvania Industrial Development Authority.  Local private investment is well over $500,000.

Realizing the important role tax incentives play when competing for job creation projects, Pennsylvania, in partnership with the local taxing bodies and economic development agencies, created an innovative tax abatement program; the Keystone Opportunity Expansion Zone (KOEZ).

The KOEZ Program represents one of the boldest economic development incentives because it empowers local communities and has fostered unique state/local and public/private partnerships to authorize the abatement of most state and local taxes for up to ten years.

The Sterling Business & Technology Park is a 252-acre property consisting of 23 lots ranging in size from 3 to 30 acres.  Each property has an approved building footprint ranging in sizes from 10,000 to 270,000 square feet.  Lots may be combined to offer larger building footprints.  Multi story buildings are also an option with Sterling Township authorization.  All 23 parcels are KOEZ eligible.

Sterling Business & Technology Park is situated midway along the Boston - Washington D.C. corridor.  Access to all areas is easily obtained without having to fight traffic congestion that prevails inside metro areas. Highway access is superb, with Exit 17 on Interstate 84 less than one mile south and the confluence of I-84, I-380 and I-81 fifteen minutes to the west.  Located in Sterling Township, Wayne County, Pennsylvania.  GPS Coordinates: 41.36,-75.39
